How to compress PDF to 100KB or 200KB
Upload forms almost never say "make it smaller". They say maximum 100 KB, or 200 KB, or 500 KB, and reject anything above it. A generic compressor leaves you exporting, checking the size, adjusting a slider, and trying again.
This one works backwards from the figure. Pick a preset or type your own number, and it searches for the highest image quality whose output still fits under that limit, dropping page resolution as well if quality alone cannot get there. You end up with the best-looking file that still passes, not an arbitrarily small one.
And when the target genuinely cannot be reached, it says so. A twelve-page colour scan will not become 100 KB at any setting, and being told that here is far better than finding out when the portal rejects your upload.

The general rule is the same as with images: set the largest size your form actually accepts. There is no advantage to a smaller file, and every kilobyte you give up is detail lost from the page.
Compress PDF without losing quality — the honest version
You cannot meaningfully shrink a PDF without losing something, and it is worth understanding why before choosing a target.
This tool rasterises each page — renders it as a picture — and stores that picture as a JPEG inside a new PDF. JPEG saves space precisely by discarding detail. So compression always costs quality; the only question is how much, and that is set by your target.
Tools that promise compression with no quality loss are doing something different: stripping unused fonts, duplicate objects and metadata. That is genuinely lossless, but on a scanned document it saves very little, because the scan images are the file. Where the saving is dramatic, quality has been traded away, whoever is doing the compressing.
One consequence worth knowing: the text stops being text. After compression each page is an image, so words cannot be selected, searched or copied, and a screen reader cannot read them. If that matters for your document, compress a copy and keep the original.
When your PDF gets bigger instead of smaller
This surprises people, and it is not a bug. A text-based PDF — one exported from Word, or a digitally generated statement — stores text as characters, which is extraordinarily compact. A whole page of text might be a few kilobytes. Turn that page into a picture of text and it becomes far larger.
So this method helps enormously with scans and photographs, and can actively hurt a text document. The tool checks the result against the original and warns you instead of returning a larger file quietly.

Each page is rendered by pdf.js onto a canvas, filled white first because PDF pages carry no background of their own and JPEG has no transparency. The canvases are cached, then encoded to JPEG at varying quality levels while the combined byte total is compared against your target — a binary search over quality, followed by progressive resolution reduction if the lowest quality still overshoots. The winning set of images is assembled into a new PDF with pdf-lib and the true final size is measured and reported, so the figure you see is the file you get. Everything runs locally; no data is transmitted.
